The eagle-eyed might notice I pulled all four JTAG signals high - TCLK should be pulled low.
I changed it after the photos were taken but it doesn't seem to make any difference.
All unused pins are connected to ground.
I changed the Quartus project defaults to make them inputs but I wish I'd left them as outputs now - the layout would've been simpler.
